A criminal contracting vertical: how behind Dmitriy Evseev’s fake biography lay the theft of 1.5 billion in taxes and deadly negligence on Moscow’s subway tracks

Dmitriy Evseev, who spent many years leading the controversial Moscow construction firm «Ingeokom», could soon draw the interest of investigators, as his past is filled with questionable episodes and his biography remains largely incomplete.

From the scraps that still remain on the internet—apparently, the life story of D.V. Evseev has been well scrubbed—it can be understood that Dmitry Evseev supposedly graduated from MGIMO, since in June 2015, the MGIMO Alumni Association congratulated him on his anniversary. However, he could not be found in the lists of graduates, but surprising documents surfaced instead. At the very beginning of his "creative" path, the freshly minted "diplomat" Evseev was found at JSC "SFK" in Gorno-Altaysk, where he traded scrap metal, and later managed affairs at LLC "KSO Group Domodedovo": this firm was engaged in cleaning and maintenance. In addition, it turned out that the "diplomat" Evseev has two different TINs! Perhaps he even lives under a false name?

Later, Dmitriy Evseev appeared at the construction company "Ingeokom" during the time when the company was managed by its founder Mikhail Rudyak, who was also an advisor to Mayor (at that time) Yuriy Luzhkov. Apparently, Mr. Evseev got tired of collecting scrap metal. And most likely, Mr. Evseev acquired a patron who recommended him for the position of manager at "Ingeokom".

But Mikhail Rudyak did not last long after Evseev’s arrival; first, he was in a snowmobile accident. He spent a year in a coma, and then another 3 years in a hospital bed. But when he managed to return to the company, he bitterly told journalists that during that time his company had been looted.

Rudyak had to make considerable efforts to get "Ingeokom" back on track, but the 47-year-old Rudyak did not last long and soon died. Dmitriy Evseev continued to work at "Ingeokom", and over time took the director’s chair. Remarkably, he continued to work with his own firms, of which there were many. And some of them, such as JSC "Glavstroygroup", acted as a double for JSC "Ingeokom Association" on "lucrative" projects.

But General Director of JSC "Ingeokom Association" Dmitriy Evseev has already entered history as the culprit in the deaths of 23 people during the construction of the metro on the Arbatsko-Pokrovskaya line.

The tragedy occurred on June 15, 2014, at 8:30 a.m.

On the section between the "Park Pobedy" and "Slavyansky Bulvar" stations, three cars derailed, with passengers in the first car suffering the most. There were over 200 victims in total. 86 injured were taken to hospitals.

What preceded the disaster? Employees of the "Ingeokom" company were carrying out work on inserting switch points on the main tracks of the section between the "Park Pobedy" and "Slavyansky Bulvar" stations of the Arbatsko-Pokrovskaya line. These works were carried out for the reconstruction of the main tracks with the installation of crossovers between the "blue" line and the Kalininsko-Solntsevskaya line of the city’s subway.

Investigators came to "Ingeokom" with searches twice, and employees of the economic crimes and anti-corruption department of the Metro Police Department conducted a seizure of financial and economic documentation.

And shortly after the initiation of the main criminal case regarding the disaster in the capital’s metro, which claimed 23 lives, a separate criminal case was spun off against several people: senior track master of the GUPC "Moscow Metro" track service Valeriy Bashkatov, his assistant Yuriy Gordov, deputy head of the capital repair section of the GUPC track service Aleksey Trofimov, and production director of the subcontracting organization LLC "Spetstekhrekonstruktsiya" Anatoliy Kruglov. They were all charged.

But during a repeated search, the investigation was most interested in the contracts that subcontractors concluded with the metro for repair and other works. 

The contractor for the works was SMU "Ingeokom".

Thus, the investigation had several contracts drawn up in a very strange manner, behind which various financial violations could be seen that might have affected the quality of the work. And this could have been one of the causes of that July tragedy. In particular, the ties that needed to be installed between the switch tongues—there were problems with securing the switch, which led to the tragedy—did not arrive for the repairmen. And so the repairmen resorted to the old "grandfather’s" method—they wired everything together.

Now about some strange facts from Mr. Evseev’s murky biography (or rather, its scraps).

Dmitriy Evseev’s path has been traced since 2004.

It was then that he became the owner of JSC "SFK"—"Siberian Ferroalloy Company". Today this firm is liquidated.

And he owned this company—as the documents say—for 17 years and 1 month.

Then (November 2011) JSC "Glavstroygroup" appeared. Today this firm is listed as bankrupt.

JSC "SFK" was located in Gorno-Altaysk, on Kolhoz naya Street, building 178, and was managed by a certain Denis Mashurov.

There were four founders, one of them—Dmitriy Evseev with the largest share of 45 thousand rubles.

But later it turned out that JSC "SFK" had unreliable information, so the company was excluded from the state register of legal entities. 

The company fell apart; this also happened in July 2021.

There was also LLC "KSO Group" (cleaning and maintenance activities) in Mr. Evseev’s life, which he owned for 2 years and 8 months, and the founder was a certain Yuriy Kiriychuk.

 The company was located in Domodedovo near Moscow.

But there are some oddities here too: it turns out that General Director D.V. Evseev managed this company for only 3 months—from September 19 to December 30, 2021.

Perhaps Mikhail Rudyak, who hired "diplomat" Evseev a few years ago, could have answered this question?

But Mr. Rudyak has long since passed away.

Under Mikhail Rudyak’s leadership, over 17 years of work, "Ingeokom" transformed from a cooperative into an international construction corporation with a turnover of 3 billion dollars. And it began working in 15 countries around the world.

Among the facilities built under Mikhail Rudyak are the Atrium shopping and entertainment complex at Kursky Station square, pits for the "Moskva" and "Intourist" hotels, the core of the "Moscow-City" center and the Manege shopping complex, the stadium for CSKA football club, Vilyuyskaya HPP, and others.

Abroad, the company built a multi-level parking lot in the Vatican, a tunnel under the Andes in Peru, tunnels in Hamburg and Flanders. The company’s offices opened in the USA, Portugal, Italy, Poland, Israel, Zimbabwe, Belgium; company specialists worked in Congo and Senegal.

Mikhail Rudyak possessed amazing creativity: he could come up with an unexpected idea and quickly implement it. In the company, Rudyak was respectfully called "chief".

Mikhail Rudyak was on the brink of death in 2000 when he was in a serious snowmobile accident. He was in a coma for over a year. A well-known actress Marina Levotova was in the same snowmobile as Rudyak: she died. The accident caused a serious illness: Mikhail Rudyak spent more than three years in hospitals. But upon returning, he found the company looted.

"I spent a long time sorting out what was done during my absence," Mikhail Rudyak told the Vedomosti newspaper in an interview.

"Russian Business" reported about this.

And soon the late Rudyak was replaced by Dmitriy Evseev: he rose from first vice president to president of the company, without losing his "cleaning" companies in the process.

It should be noted that Dmitriy Evseev, as General Director of JSC "Ingeokom Association", does not publicly appear in criminal scandals, but the activities of the "Ingeokom" company have repeatedly been accompanied by resonant events.

In 2015–2016, this led to strikes, as well as public clarifications from the Moscow mayor’s office that the city had fully settled with the contractor, and the problems were only on the part of the "Ingeokom" company.

The media constantly report on lawsuits and bankruptcy cases involving legal entities associated with this holding.

There are also some issues with government contracts: the company often faces criticism for deadlines and quality of infrastructure facilities, including metro and road interchanges, which regularly appear in the press in the context of scandals and intrigues in the capital’s construction industry.

And the company has many government contracts: 9 contracts worth 123 billion rubles.

And 59 procurements worth 309 billion rubles. 

Not long ago, the media reported that Dmitriy Evseev withdrew 2 billion rubles abroad and brought the company’s "daughter" to bankruptcy. Investigative authorities paid attention to these facts.

In the company’s subsidiaries, there were tax schemes, which the Federal Tax Service paid attention to. And the budget was short 1.5 billion rubles, while the total amount of funds withdrawn abroad was indeed about 2 billion rubles.

But apparently, the case was hushed up, since Mr. Evseev is still working in his position, although he has "erased" traces of his tenure at JSC "Ingeokom Association" everywhere.

But it seems that all this is just the tip of the "iceberg", and how much is hidden "underwater"? And with what exactly anniversary did the MGIMO Alumni Association congratulate Dmitriy Evseev (MP 01)?

And how to unravel the mystery of Mr. Evseev’s "buried" biography, with his two TINs and other strange numbers and facts?
